Far too often, important perspectives are excluded from innovation processes— especially those of vulnerable patients, low-income citizens, or groups experiencing gender-related health inequalities.

Focus areas:

  • Involve vulnerable citizens and low-income individuals in co-creation.
  • Take gender differences into account in research.

How can we ensure that overlooked and vulnerable groups are visible in digital transformation and health design?

Ideas for action:

  • Involve vulnerable citizens directly in co-creation and co-design of digital health solutions.
  • Examine how certain assumptions (e.g., “everyone can self-manage”) may unintentionally exclude those with fewer resources or support.
  • Highlight gender as an underestimated category in medical research and treatment pathways.
  • Monitor the impact of new digital policies and health reforms on vulnerable groups—especially when responsibilities shift between regions and municipalities.
  • Adapt digital health and decision-support tools for citizens with limited literacy skills.
