Health data holds enormous value, but also significant risks when systems do not work together and there is a lack of ethical frameworks and patient trust.

Focus areas:

  • Create frameworks for data sharing across sectors.
  • Include data collected by citizens themselves.

How can we support data use that works and is both ethical and trustworthy?

Ideas for action:

  • Create solutions for data sharing across sectors – including consent models and frameworks that both protect individuals and support innovation.
  • Explore citizen-generated data from the home and how it can be validated and integrated responsibly.
  • Develop AI systems that take user behavior into account – how data is interpreted and applied in practice.
  • Ensure that Digital Health Twins and other data-intensive tools are designed with built-in data protection from the start.
  • Promote public dialogue and co-creation around trust in data use – especially in municipal and cross-institutional contexts."
